  • The extension adds four calendar days to the period set by the Agreement of 9 October.

  • The DGOJ says the object and other conditions of the consultation are unchanged.

Spain's gambling regulator, the Dirección General de Ordenación del Juego (DGOJ), has extended the second public consultation on its draft resolution approving a mechanism to detect risk behaviours among users. The director general, Mikel Arana Echezarreta, signed the agreement on 15 October 2026, and the DGOJ published it on 16 October. Comments are now accepted until 26 October 2026.

What happened

The DGOJ added four calendar days to the period it had set in its Agreement of 9 October 2026. That agreement put the draft resolution out for public participation again, with updated accompanying documentation. It set a common period of seven working days, from 14 to 22 October 2026, both inclusive.

The regulator said the extra time is meant to let all interested people and entities study the published documentation more carefully and assess the draft more fully. The new deadline is 26 October 2026, inclusive.

According to the agreement, the extension applies generally and on equal terms to every participant. It leaves the object and the other conditions of the consultation unchanged, and the remaining provisions of the 9 October agreement stay in force.

Observations and submissions can be emailed to the Subdirección General de Regulación del Juego until 23:59 on 26 October 2026. Each message needs the reference «Segundo trámite de participación pública. Mecanismo de detección de comportamientos de riesgo» in its subject line.

The DGOJ said the agreement would be published on its website alongside the consultation documents. It added that the extension would be communicated through the same channels used to announce the opening of the second stage.

Why it matters

Operators and industry associations that plan to respond will need to reset their internal timetables, as the submission window now closes on 26 October rather than 22 October. Submissions should use the exact subject-line reference the DGOJ specifies for this stage.

The extra days are likely to give compliance, product and responsible gambling teams more time to review the updated documentation. Operators that would have to apply the mechanism once approved could use the period to assess how it might affect their player monitoring processes, and teams will need to read the draft itself for its technical content.

The agreement says it applies to all individuals and legal entities interested in taking part, so affiliates and other businesses whose work depends on Spanish operators' compliance requirements may also want to follow the outcome.

What's next

The consultation closes at 23:59 on 26 October 2026.
